Patrick Keefe spent 34 years in the Royal Navy, until leaving on rank-related age in 2012 as a Commander. He moved back to Southsea and since 2012 has been the Chief Executive of both an Armed Forces Charity (CESSAC) and an ex-forces charitable social housing association (CESSA HA Ltd).  As well as their office being in Portsmouth, most of the sheltered schemes he manages are either on the island or on the other side of the harbour. 

During his period in the navy Patrick worked in or was based at Portsmouth a number of times, living in various local areas as a consequence.  Particular highlights here included being Base Logistics Officer and latterly the Commander of HMS NELSON. Patrick also had a short spell in Brussels with an appointment to NATO.

Patrick is a firm believer in the provision of quality public services as being vital in sustaining and enhancing the quality of people’s lives, including through education and by creating greener and safer spaces.  His naval career and subsequent long working hours have not allowed him to undertake local community work so far, but he plans to retire from paid work in Summer 2024 when he will be more available. 

Patrick says “I believe the skills and experience I have accumulated from a lifetime of public service would be of significant use to both the people of Paulsgrove and the Council as a whole“
